A sign of the Times...

An over-all look at U.S. cities has proven a very, very serious condition exists specific to those sans income and housing. This has resulted in increased problems for police and public services or lack thereof. Almost a total lack of concern at the National level and at the state(s) level.
The voter and non-voter have the right to petition the governing parties for redress of these issues.
