A business owner and civil liberties advocate plan to challenge 10-year incumbent Mayor Tom Bates, who announced his candidacy April 26.
The Daily Californian reports that Jacquelyn McCormick and Mark Schwartz have filed preliminary paperwork.
Schwarz is a longtime activist and a published poet. He told the Californian as mayor he would reduce carbon monoxide poisoning by creating a buffer plaza between Bancroft Way and Dwight Way. He would also create affordable housing for the homeless and develop solar-driven transportation from Berkeley to the city of Albany.

McCormick, a former bank manager, promotes fiscal responsibility. She is a member of Berkeley Council Watch and is engaged in an initiative that would require the city to publish a biennial report specifying its financial obligations. She is also a board member of the Claremont Elmwood Neighborhood Association.
The official filing period for candidacy nomination paper opens July 16 and ends Aug. 10.
